A recent PR to update bundled HDF5 version implicitly increases minimum CMake version to 3.14 in the default configuration. ITK currently requires 3.10.2. Should we bump minimum CMake version? If so, should we go for CMake 3.16.3 which comes with Ubuntu 20.04 or something else?
A bump to CMake 3.16.3, inline with Ubuntu 20.04 seems reasonable, but we should wait until 5.3 development to allow time to update CI systems, etc.
