Thank you for the update, Matt!

Would it still be feasible to get my latest patch [“ENH: Added NeighborhoodRange for efficient modern C++ style iteration”](http://review.source.kitware.com/#/c/23326/) into ITK 5.0.0? Do you think it’s worth it?
